Google uses GTINs to match your listing to the same product elsewhere, which powers comparison placements. Without one you lose those and often get flagged.
If you genuinely make the product yourself and it has no barcode, you set the identifier-exists field to false and supply brand plus MPN instead. Inventing a GTIN is worse than having none.
