Yes. Reselling is explicitly permitted — what is not permitted is misrepresenting the business behind it.

Google has no policy against dropshipping as a model. It has policies about accurate pricing, real stock, honest delivery expectations, contactable businesses and functioning checkouts. Dropshipping stores break those more often than average, which is why the model has the reputation.
