Google does not ban dropshipping. It bans misrepresentation: prices that do not match the page, delivery times the store hides, policies that mean nothing, and businesses that cannot be contacted. Most dropshipping stores fail on several of those at once and receive an email that just says "misrepresentation".
The stores that work on Google are the ones that look like real businesses, carry enough margin to pay for traffic, and have honest shipping information. The model is not the problem. The store usually is. More on dropshipping.
