This matters more than most people realise, because it means a suspended Merchant Center does not have to stop you selling. Three of the five main campaign types are still available, and they are where we usually start anyway because they produce clean conversion data fastest.
If your GMC is healthy, Shopping is often the cheapest revenue in the account and we will absolutely use it. What we will not do is sit waiting on an approval while your product window closes.
