Google links accounts by domain, payment details, hosting and other signals. A fresh account on the same store with the same problems tends to be flagged for circumvention, which is harder to recover from than the original issue.
Fix the cause on the existing account. If the suspension came from history rather than the current store, that is a conversation worth having honestly before spending more time on it.
